Selling online pictures of event

Our local newspaper was given free tickets to our event which is a paid event to photograph winners for newspaper. I was told they would probably not be there but would I take pics of winners for them, in the mean time they decided to come and take pictures to put online on their website and sell the pictures they took with my backdrops, etc. They brought advertisment, etc . I explained that as a fair board, they could not do this and that we could not allow them to do this. She indicated she would leave, but then came back later and sent another photographer also. Today the pictures are up online for them to sell. Is this legal? We are a small town and our fair is small, we strive to make money and feel they are taking away from us. I explained she should come and ask the fair board before she does this. No one is allowed to make money on our fair. Please advise.

State laws vary on these issues and I'm not admitted in KY and haven't done research on this. There are various possible claims but I don't know if they exist or not for you in KY. If you don't get a good answer here then you can pay an attorney to do a little research on this. Let me know.
