If a woman is to move out-of-state, with children, is she in any legal violation?

Courts evaluate relocation issues on a case-by-case basis, generally deciding whether a relocation would be in the best interests of the children. The judge will weigh the economic necessity for the move, the emotional ties between the children and both parents, and the likelihood of emotional and mental harm to the child such a move may cause. Without more information, it is very difficult to answer your question.
