Legal Question in Civil Rights Law in Louisiana

My neighbor has an American Mastiff that brutally attacked my dog on my property in March of 2013. My dog was on a leash and his was not. He verbally agreed to pay for vet bills at the time of the attack. I gave him the bill for $2700 the day that my dog came home. He and his fianc� are just starting out to I told him to figure out how to pay it so that he did not put himself in a financial bind. I have not received any payment toward the bill. He also agreed to get rid of the dog and she is still at his house. She is in a pen most of the day but he lets her out in the afternoon to run around. Neither one of us have fenced yards. I have two new puppies that I walk on a leash but I am afraid everyday when I take them out because I don't know where she is at. I know that I should have filed a police report when it happened but I believed him when he state that he would get rid of her and that he would pay the bill. What can I do at this point to try and recoup the cost of the vet bills?

File a small claims suit in your local justice of the peace court. You don't need an attorney to file there. Also, check out Louisiana Civil Code article 2321. Dog owners are automatically liable for any injury or damage caused by their dog. He will owe you damages.
