Legal Question in Family Law in Louisiana

My fiance' and his ex-girlfriend have an 8 year old daughter together. When they first split it was in their daughters best interest to live with her mother. 3 years later this is no longer the case. At home she spends the majority of her time unsupervised by anyone older than 15, has poor hygiene resulting in medical issues, and no assistance with school work. My fiance' and I could offer her the opposite of that. We have the income and time to do so now.

They currently share legal custody but her mother has physical custody.

We are only wanting her to live with us, we are not looking to keep her away from anyone. We just want her to live a happier, healthier life.

What, if anything, can we do to make this happen?

First, he and mom should talk to each other about what's best for his daughter. If he can convince her without upsetting her, everything is easier. That said, ultimately, he needs a lawyer. The more they solve their issues themselves the less.the lawyer does.and costs.
