Legal Question in Legal Ethics in Louisiana

If someone offers free tickets to an event on air during a football game a any person?caller that answer a question correctly but never produce those tickets to the caller that answered the correct question, is that a violation of law and can they be sued?

It sounds as if what you are saying is that you won some sort of on-air promotion from a radio station, but the station failed to deliver the prize. If that is what you are saying, yes, it is a valid contract. If you complied with the rules and won the prize, you have the right to enforce the contract, including the right to sue.
