Legal Question in Wills and Trusts in Louisiana

My father is in a home for the elderly. His wife, my step-mother, put him in there. She passed away about a year ago but before doing so gave power of attorney to her daughter, Julie. Julie, my step-sister, is in charge of paying the home for my father's stay. She receives a check every month in my father's name and uses that money for payment. We were recently informed that Julie is on drugs and uses the bulk of the money for her drug habit and other reasons. How can I get P.O.A. put into my name? Is it possible? Thank you

The power of attorney from your step-mother terminated at her death.

To have POA from your father, you would have to have him sign one.
