If you are over the age of 18 now, and the money was put into a CD and not a Trust, or in a structured settlement-annuity, then you are entitled to seek it. If the CD is in your name jointly, you should be able to go to the Bank. If it is only in your parent's name, then you need co-operation. If you cannot get co-operation, it is possible to seek Court involvement, and request an Injunction.

However, legal action will be costly. In addition, there will be penalties with the Bank if the CD is cashed early. There is also the issue that between the ages of 18 and 25 one may be a legal adult, but may still lack long-term perspective, so sometimes settlements and trusts are set up to essentially "save people from themselves" in this age group. These are the nonlegal but still realistic issues to also consider. The amount of money at stake should be weighed against these considerations.
