Launch a complaint with the bank. They will investigate the matter, possibly return the money to your account (if the person withdrew the money without authorization), and the bank will pursus criminal charges.

If the bank believes the person was in fact authorized, you will have to file a civil suit against the individual and file a criminal complaint with the police.
