I file a chapter 7 and it discharged, can i file a chapter 13?

Yes, but you can't get a discharge in a 13 filed within 4 years of filing the 7. If there is another good faith reason to file the 13 (stop foreclosure, cure default, etc.) you can file as soon as the 7 is done.
