can you get you record expunged in any state, say if the crime happened in VA can you get your recored expunged in MD?

One state CANNOT expunge the record of another State. So, in your example, Maryland CANNOT expunge your criminal record from Virginia. You would have to go back to the Virginia Courts to have your Virginia record expunged.
