Check Forgery

Hi, my wife is the secretary of my son's PTA. The president of the PTA signed her name on several checks made out to him, without her consent of course. The county PTA will drop the issue if the president repays the money from the checks he cashed and said my wife can take other legal action if she feels like it. How does this work? Hasn't a law been broken that wouldn't require my wife to ''press charges'' against him? Shouldn't the country PTA be notifying the police of this?
