Legal Question in Criminal Law in Maryland

Hello, my uncle was convicted of murdering is wife in 1991. He was sentenced to 16 to life. He has served 25 years. He has been up for parole 3 times & was given a hit each time. A lawyer has reviewed his case & said given the circumstances of the law at that time; he has served his time & should've been out 7 years ago. He has done everything that was required of him 8 years ago by the parole board. My question is how can we help him or who can we speak to about getting him release. His lawyer informed us that he has a case because he's now being unlawfully held. Second problem is no one has money to pay the lawyer to move forward with this pending case. Who could we possible speak with that would be an advocate for inmates whose rights are being violated by the parole board. His crime was in DC & the case was heard in DC as well. Any assistance would be greatly appreciated.
