Can a 17 year old be returned home for running away if they are only a couple months from turning 18, living somewhere stable and is successing outside of the parents house?

A 17 yr old is legally still a child subject to his/her parents' custody, so if requested, law enforcement would probably bring them back. Practically speaking, if in that short period of time the child will be legally an adult, this wouldn't seem to make much sense. Perhaps the parents disagree with your characterization of the success of the current living situation, and hope to persuade the child to reconsider.
