child sole custody or some kind of paper

Only mother name is in a child birth certificate, Doe this constitute that mother have a sole custody of a child? If it's not, what should should mother do to have a sole custody or some kind of paper so that she can get passport for her child and travel with her or with grand parent without have to search for father permission?

You have sole custody until a court determines who is the legal father, which would be the product of a paternity action. On the other hand, if you want the father to pay child support, you would have to bring him into court to have him declared the father and ordered to pay. But that would in turn give him some visitation rights and more involvement in the child's life.
