Legal Question in Family Law in Maryland

My wife has custody of her two kids all year except for summer during the year he gets them every other weekend during summer its vice versa . he gives her child support whenever he wants and is constantly stocking me and my wife Hes also sepose to pickup the kids friday at 5 and drop them off sunday at 5 and he dose not he come gets them wenever he wants and drops them off wenever he feels like it late sunday night. weve been wanting to move to florida but we must reopen the case what can we do?

First of all, if there is a written agreement or court order setting forth the schedule and child support you described, your wife should enforce that by letting the father know that if he doesn't adhere to it he will not get visitation. If this is all informal, she should go to court for a court order. As for the move to FL, she will have to come to some agreement or failing that file a court petition proposing a visitation schedule that gives him reasonable access to the children. This may involve her covering the transportation cost of sending the children back here unless he is willing to come there for visits. The children's ages are important here.
