Paid Time Off(Earned Leave)

Can an employer dictated how you must use your leave when allowing a 2 week vacation? EX: Approval will only be granted for 2 weeks, if you have booked and paid for a trip. The company is a private insurance company.

No company in an employment at will jurisdiction such as the District of Columbia is required to provide employees with paid vacation time. That being the case, companies that do provide their employees with such paid leave are pretty much free(within the bounds of the law) to set whatever conditions they please in order for their employees to utilize such vacation leave with pay.
