I received a notice to vacate from landlord. Can I request a move-out inspection?

Yes. If the landlord refuses, place the request in writing -- (certified mail/return receipt or e-mail). If the landlord still refuses, videotape and take pictures of the condition of the place (each room, the kitchen, the appliances, and the bathroom) right before you vacate.
