Legal Question in Traffic Law in Maryland
Can an off-duty officer pursue you in his/her personal vehicle until you reach your destination then take your license and registration, call to dispatch then leave and return 15 minutes later in a patrol vehicle and issue a warning while I am not present at the vehicle?

Yes, either an officer has probable case. That is reason to believe that you committed an offense.
