TERRY STOP question
my bro was pulled off 4 out of state vehicle violation(no front VA tag) in Maryland(racial profiling). After 15min into the stop, the K-9 arrives. It got worse from there. My question is, was he held too long 4 an out of state vehicle violation in order for K-9 to arrive? In his list of charges, there aren't any traffic violations.
