Must a motor vehicle stop at a traffic light before turning right?

Re: traffic law If a light is red then a stop is required before making a right hand turn. This is the law in all States per my last review.
Where a light is green then the boulevard rule would apply in Maryland to permit inclusion into the adjacent lane.
