Getting missing brother declared dead

Believe brother committed suicide at the Grand Canyon in 1991, but no body has been recovered. Car was abandonded in parking lot. Investigation showed no signs of foul play & officer in charge of the investigation beleives the body is in the canyon, he said ''it's a big place''. There was signs of depression prior to his dissapearance. Family has not heard from him since. Now want to settle parents estate and want to declare brother dead. How does the family get him declared dead? Thought about IRS info that he has not filed income tax since 1990. Can family get this info? Thanks

More facts are needed to be able to provide reliable guidance. Generally, the Probate Court in the county, in the State in which the decedent lived is the appropriate venue.
