Is there any legal action that I can take against a contractor that had gone over the time to complete a job(building a deck)stipulated in the contract?

It's very possible, but it depends on many issues, not the least of which is whether or not the extra time actually caused any damages for you. Was it merely inconvenient or did it result in loss of rental time or create a hazard in some way? If it was only a bit past the deadline and no damage resulted, then it might not be worth it to sue. However, even if there was little damage beyond the annoyance and inconvenience, you might still have a case if the delay was significant.
