being more specific about harassment question

a man living on our dead-end street calls me fu_king- fu_k- face cu_t , fu_king bit_h, cu_t-face, as i drive by his house. he runs at my car while screaming these things and i am in constant fear that he is going to attack me. when i come home, he runs down the street toward me, again while screaming at me. i am afraid he is going to harm us before we get in the house.frequently, my 12 yr. old son is with me and he is very frightened by this man's actions. the police always brush our complaints off because this man denies doing it. it is very difficult to navigate the car while trying to film something on videotape when someone is running at you. i wanted to know if voice recording someone is legal in a case where you are not being believed by the police.this is ongoing and i see no end to this unless i can prove what is happening to us.

I would really try to get his actions on video tape or bring an adult witness with you that can corroborate your story. This combined with an audio tape should do the trick. it sounds like he is committing an assault, disturbing the peace, disorderly conduct. Can't any of the neighbors corroborate what he is doing?
