I was arrested for dui and dwai five years ago with a massachusetts license in new york what are the steps I should take to restore my license

This depends upon more information. If you failed to appear in NY then likely you have a warrant outstanding and such is preventing you from restoring your license. You likely will have to remove your warrant in NY in order to restore your MA license. We have NY counsel in our office as well. www.qhhw.com
