Statute of Limitations on Bill?

7 years ago I attend college. I owed them some money for tuition that I was not able to pay, (not loans). I would now like to further my education, but they will not release my transcripts until I pay them. It never went to collections, nor is it on my credit report, but isn't the bill still expunged after 7 years? Is there any way to get my transcripts?--as I do not have the funds to pay them, but do want to further my education. Thank you in advance for your help!

Likely, no. Pay bill and they will release transcripts.
