What are a parents legal financial obligations for college tuition? If I pay for half does my ex have to pay the other half?

None unless there is an existing court order. If the court order does not talk about this issue, then you must file a complaint for modification, ASAP, seeking contribution from your ex.

There is no obligation unless there is a court order to do so. The court can modify an order to require one or both to contribute to a students college education.

The obligations depend on the court order. If it's not addressed in the court order, then technically, there's no obligation to pay anything. If you're looking for the other parent to contribute, you must file a complaint for modification immediately to address the issue with the court.
