my landscaper cleaned the back of my house on a hill charged me 900 dollars . Did not tell me in advance how much it would cost and I liable to pay that bill

Unless you discussed the cost in advance and asked him for a quote before he did the job, the answer is yes. You probably can negotiate a reduction, but if you told him to just do it, then you are liable for the $900.00. If he did something he was not supposed to do then that is a different matter.
