I live and work in Pennsylvania. But, my parent company is in Massachusetts and withheld MA State Income Tax. I am paying PA State Income Tax on that income. Can I get the tax paid to MA back from MA? Do I file a NR/PY Return to request the taxes to be paid back to me?

You should file a non-resident tax return. You should get a tax credit in PA for income taxes paid to MA.

Likewise you should notify the person in charge of payroll of the error and get it corrected.

If you are telecommuting your work, someone needs to review MA rules for what you are doing. If you are deemed to be working in MA, then the withholding may be appropriate but you should get a full credit against your PA income taxes. You may want to use a CPA this year to help prepare your taxes.
