Consumer Protection Laws (Ley Federal de Proteccion al Consumidor) regulate throughout the country the content of any advertising materials. If you are advertising on the Internet and directed at the Mexican market Mexican Consumer Protection Laws apply and you will subject to the jurisdiction of the Mexican Courts. On the other hand, all publicity and advertising materials are subject to authorization by each City based on their own local laws. So you would have to check in the particular city where you intend to advertise.
