Legal Question in Business Law in Michigan

City owns farmers'market but doesn't fund or operate it. It is self sustaining. To capture customer base of the market, a development group has offered to build a new market in the downtown area for free and has petitioned the city to move the market. The vendors strongly oppose such a move, fearing the less than adequate parking will harm business. The city has offered no studies to counter such claims and has subsequently granted the petition of the development group. Do the vendors have a case for an injunction based on tortious interference?
