If this is residential in nature, the city is obligated to follow the billing rules implemented by the Michigan Public Service Commission. In Michigan residential billing of electricity is regulated by the Michigan public service commission. The are specific rules including but not limited to R. 460.115 which obligates an entity billing to this way to check actual usage at least every 12 months. If they undercharge you, they also have to give you at least 12 months to pay the last 12 months of alleged overcharges. So, the other three years are out. This is assuming the meter is actually not reading properly and there aren't other issues with the meter. Four years seems crazy. I think you should fight this in court or before the public service commission.
