Is it legal for a DVD rental store (video store) to request a valid credit card number of me to rent a DVD from their store.

Yes, if it is consistent w/ their store policy and they aren't just targeting you, as they are allowed to protect their product. Read your rental agreement carefully, as it may give them authorization to charge your card automatically for late fees and/or an unreturned DVD. Or, they may simply be asking for a cc number to see if you have decent credit. You'd have to read all the fine print in your agreement with them.
