Legal Question in Criminal Law in Michigan

I assume that the situation I am in is unique. I will be as brief as possible. My girlfriend violated her bond agreements by having positive readings on her alcohol tether. She eventually turned herself on, at which time her current box was forfeited and a new bond was set. The new bond was contingent on two conditions. One, 10% of $10,000. Two, she could only be released on an alcohol tether. I went and paid the $1,000 bond. After that, the tether unit decided that they "were not comfortable having her on a tether" so she wasn't released. When I tried to get my money back, they told me I had to want until her sentencing date. If they won't release her, why won't they give me the money back?
