Legal Question in DUI Law in Michigan

Repeat MIPs

My son has 2 prior MIPs in Oakland County, MI which they dismissed with community service and education. He than received a MIP in Detroit and received 9 months probation, drug screening, counseling and education which is nearing completion? Last night, he was a passenger in a vehicle that was pulled over for expired plates, he had been drinking earlier but no one else had. He refused PBT, MIP reads this and that smell of alcohol, HGN and slurred speech. Is this a valid and enforceable MIP? Is it possible that probation officer in Detroit will find out?
