Children's last names

What is the legal custom, in the United States for the assignment of last names, to children born to a married couple?

Custom would be to give the kids whatever last name the parents have. If the parents don't have the same last name, some parents will hyphenate the kids' names to have both parents' last name. But I don't think there's any law governing what to do if the kids' parents don't have the same last name. I'll also see in cases (where the parents aren't married usually) where the kids have the father's name. But I think it's up to the parents to figure this out.
