Legal Question in Employment Law in Michigan

I live in michigan due to mistakes made by the unemployment agency I have had to take my case all the way to circuit court. I can't afford an attorney so I wrote the brief myself requesting an oral argument. No court date has been set and the court clerk is telling me that I have to submit a motion requesting a hearing. I thought the brief did that? who is correct?

You set the date and notify the MESC and the court of it by filing a written notice of hearing along with your motion (I want my benefits) and your brief (Here's why.)
