Is a co-signer on a Mortgage liable for a tort cause of action that occurs on the property?

Secondly is it allowable in MI for a person to co-sign a loan and not be considered a co-owner?

your question is not clear, in what capacity the co signer signs the document. firstly as a mortgagee or as mortgagor and secondly what attributions are assigned in the capacity so alleged.

in a mortgage, there can be one or more mortgagor. who incurs the liability jointly and severally, collateral can be different.
