My Stepmother wants to relinquish her right to some property. What are the steps that need to be taken?

This depends on the nature of the rights she wants to relinquish:

does she have these rights as a beneficiary of a trust, or a beneficiary in an estate, or a grantee on a deed, or by some other way.

It depends on what types of right you are talking about. Something in a Will? Does she want to be taken off a Deed? Removed from a Trust?
