Legal Question in Civil Rights Law in Minnesota

I paid for a vehicle from a previous employer/used dealership to which he has not given me the vehicle, nor transferred the title but states in his statement of claim for conciliation court that this is my vehicle but I still owe $390, but after meeting last week to show I have paid what he is asking for the vehicle with 2 paychecks that I was not paid nor did he include them in his statement of claim, he did agree that I have paid that I have paid $80.75 over what I should. We have set up multiple meeting times and dates to pick up my vehicle and completed title transfer, and each time he either does not show or pushes it off for another time and date?

Assuming the sum involved is more than nominal, I urge you to seek legal advice and assistance at this time. Generally, when a claim is pending in conciliation court, resolution shall be made at the time of the hearing date. Generally, too, a conciliation court decision may be appealed 'de novo' (latin for 'anew') in district court.
