Legal Question in Credit and Debt Law in Minnesota

A collection agency contacted me and say I owe on a credit card debt that I don't even remember having. They told me the account was opened 1995 and paid until 2004 and has not been paid since. Is there a statue of limitations that after 7 years they cannot collect? They will settle for about half of the debt or I'll have to go to court in Ca. and a lien will be put on my vehicle. I have to contact them by 5:00 p.m. or the sheriff will serve papers on me. What do I do? I'm sure that this is not my debt. Please answer as soon as possible.
