Legal Question in Family Law in Minnesota

Can I adopt my half sister? Our father passed away unexpectedly and she currently still stays with the wife of my dad (they aren't together, were divorcing but he passed away so never carried through) And his wife, whom he didn't get the chance to divorce, is taking care of my sister but she is very mistreated there and I don't know how to go about gaining custody over her.... The step-mom never legally adopted my sister.. (They live in Minnesota, I live in Michigan!)

First things first. Phone 911 when you know a loved one faces immediate or imminent threat of bodily harm. Police safety & welfare cks' may be requested. Contact the local child welfare authority '24-7', but preferably during normal bus' hrs.
