adoption was never finalized with state

I recently found out that the adoption of my step son never was finalized or filed with the state. He has been bouncing back and forth between his mother and I for the last two + years. To be quite blunt he is making our lives miserable and I don't know what I can do. She, my ex, keeps dumping him on me and expecting me to take him. Do I have any recourse if the adoption was never filed or finalized? I am tired of the games and don't know what to do with him.

If there was no final adoption, he remains your child with all the rights and responsibilities related to being a parent. That means you must provided care and/or support.
