in minnesota does a man have rights over a nonbiological child after living with them fo 3 years

Your question is a bit broad. A third party ,ay be able to seek visitation if they have lived with and raised a chlid for an extended period. However, that person does not become a parent for the child with a right to seek custody or pay/receive child support.
