Legal Question in Family Law in Minnesota

My son's biological father has no physical or legal custody of out son. He has not paid child support in 2 years and has not seen or contacted me to see him unless he is under the influence of meth. I want to know how to terminate his parental rights so my fianc� (who is the only father my son has known) can adopt him. What can I do?
