So I bought a car from my step dad and we agreed on 1500 dollars I paid him 1000 upfront he wrote me a bill of sale for 500 can he talk me to court

Your question is a little hard to follow. Why did he write you a bill of sale for $500. Regardless, it seems you owe him $500. So yes, he can take you to small claims court.
