Legal Question in Employment Law in Minnesota

My wife works for a small company in MN - 50+ employees, roughly. She has been there for 2 years now in a analyst office role. Well she repeatedly has sent emails to their "HR" department asking what the maternity policy is for the company. I quoted "HR", because it seems like this company doesn't have a formal HR department. Well, she has sent 4+ emails asking for what the policy is, she's spoken to her boss, and they are dodging the questions. The first responses she received stated that they would let her know about a month later. Well then a month later, she asked again... again she was told to hold on. Now today, she sends another email asking yet again. Well now the "HR" lady is on a cruise for a week or two and won't be able to respond. My question is, do we have any action we can take? Does HR have to respond? Does a company in MN have to have at least a maternity policy for employees? Advise would be greatly appreciated.
