Legal Question in Landlord & Tenant Law in Minnesota

I live in a commercially-managed apartment building. I've had trouble with deliveries (left outside my door by package services) being stolen. The property managers have declined to do anything about this problem.

I am inclined to place a camera inside my apartment looking "out" into the hallway, through the peephole, the same view I would have looking out in person. I understand certain types of surveillance are illegal, and other types illegal unless notices are posted, based on federal and state law. Would this particular placement or usage be considered legal, if it were to identify the thief?

If so, what about "other" behaviors being caught incidentally? There is another apartment door directly across from mine; would the possibility of filming neighbors entering and leaving their apartment affect the legality of that surveillance?
