Legal Question in Traffic Law in Minnesota

Last June I was stopped for speeding. I was driving a friend's van, which he owned, and had insurance on, at the time. The police officer gave me a warning for the speeding, but I was cited for not having proof of insurance in the vehicle. The officer said if I called the number on the ticket and gave them proof I had insurance, than they would drop the citation. I went to the dmv office and provided them with my friend's proof of insurance card. They said they would not accept it because it was not my insurance. They said the insurance was the "car's" insurance, not mine. On 9/9/15 I received a letter from the Department of Public Safety in St. Paul stating my drivers license was revoked as of 9/23/15 because of no proof of insurance. The woman at the dmv gave me a print-out stating that in order to get my license back, I have to pay about $400 in fines, take the drivers examination test, and buy insurance. Today (10/21/15) I received another letter from the Department of Public Safety stating that I failed to respond to the citation and if I don't remit the fines within 30 days, my drivers license will be suspended as of 11/18/15. My question is: What??!! Is my license suspended? Revoked? And, Why? Also, can I have the citation and the situation rescinded? I don't know what the situation or charge actually is. Thanks!
