Legal Question in Wills and Trusts in Minnesota

My mother passed 18 months ago and my brother in law who is the executor of the will says that he can not distribute the money stated in the will to be distrubted 5 ways (5 children) until all of us send the following statement -- �I, Beneficiary Name, am satisfied with the accounting of the trust since May 28, 2012, and have no objection to immediately closing the trust. If I do not do this, he is holding back all distributions to the others. Legal? Do someone listed in the will have to do this?
