If a childs father has never paid child support does he have the right to have visitation with the child?

YES. BUT YOU MAY FORCE HIM TO COURT TO OBTAIN A SCHEDULE AND WHEN THERE FILE A MOTION TO CITE HIM IN CONTEMPT FOR FAILING TO PAY THE PAST DUE SUPPORT AND HAVE THE COURT LOCK HIM UP FOR NOT OBEYING THE ORDER TO PAY THE SUPPORT EARLIER.
